The desktop version of Outlook is a program that is on your computer. You open it through the Start Menu, or by clicking an icon from your home screen. You do not have to have your internet browser open to access the desktop version of Outlook.
You can access the web version of Outlook through your internet browser. You may open this version of Outlook from a bookmark in your browser window, or through the Office 365 portal. You must have an internet browser open to access this version of Outlook.
